TenderPath UK is the platform we wished existed when we first watched capable SMEs lose contracts they were qualified to win — because the right opportunity arrived two weeks late, or because nobody on the bid team had time to read the buyer's last four awards.
The founder
Victoria Onimisi trained in procurement evaluation at the Bureau of Public Procurement, Nigeria's federal procurement regulator, reviewing contractor submissions for compliance and eligibility and sitting in on Tenders Board evaluation panels. She then moved into data and BI engineering — most recently across Ash Nelson Partners, Siemens Energy UK and RiTem Consulting — building production analytics, including Power BI Embedded, for enterprise customers.
TenderPath is the meeting point of those two careers: the inside-the-regulator view of how bids are actually scored, productised by an engineer who builds data platforms for a living.
Why now
- The Procurement Act 2023 came into force 24 February 2025.
It replaced the previous EU-derived regime, introduced a Central Digital Platform and made opening public procurement to smaller suppliers a stated policy goal. The data flow that the Act requires from contracting authorities is the data flow TenderPath ingests.
- The SME spend gap is structural.
UK public bodies spend roughly £380bn a year. Government has aimed for a 33% direct SME share for over a decade and the most recent figures show direct SME spend stuck below 25% across most departments. Policy demand, buyer demand and SME demand all point at the same gap.
- Existing tools are priced for large bid teams, not for five-person firms.
Enterprise procurement-intelligence platforms typically start at £4,000–£15,000 per annum. They alert on opportunities but do not predict win-likelihood. TenderPath is the productised, self-serve, SME-priced, win-prediction-led alternative.
